Katie Carmen is a piper who lives in West Nyack. I don’t know if she teaches whistle, but she seems to know most of the Irish Trad folks in the area and could probably point you in the right direction. I’ll send you her email address in a private message.
Meir, check out Tara Circle in North Yonkers, a stone’s throw from the Tappan Zee Bridge. It’s a not-for-profit organization dedicated to preserving Irish Heritage and Culture.
