The Gross Ile quarantine station was open until the 1930s and all immigrants to Canada directly from Europe had to pass through there. Records would be kept. If he came via the US, I don’t know if there would be a record of his arriving in Canada, if he did come.
I got a gift of a book called Irish for a Day about the Quebec city Irish community from the founding of the city (1608) to the late 1980s (the book was published in 1990). I’ll check if there’s mention of a Rowsome.
One thing I was amazed to find in that book was a description of the 1835 St. Patrick’s dinner. It was a notorious booze-fest culminating in 21 after-dinner toasts. The book describes the interval between each toast being filled with alternatively, the local pipe band (GHB I presume) and “Mr. McNally on his union pipes”.
Another of the Rowsomes went to America - neat St Louis, I seem to remember Kevin telling me. The family also used ‘Rousome’ as a spelling.
Having done a fair bit of research about pipers in America, there is not a single family in Ireland that does not have relatives that have emigrated to North America, England, Australia, etc. Years ago, I told Paddy Moloney about the Coyne set that surfaced in Hobart, Tasmamia; Paddy mentioned that an uncle of his had emigrated there.

I spent about 15 minutes looking for Rowsome or Rousome but had no luck. If there are different spellings of the name you might want to try them.
