I was just wondering how to oscillate the sounds of the whistle when playing. For example, this lady:

its not just a flat note but it oscillates if you can tell.

You’re talking about vibrato here, specifically breath vibrato. It’s a gentle pulsing done all the way down from the diaphragm. If you have any vibrato yourself when singing, with a little application you ought to be able to figure out how to do it on whistle too. ![]()
That is cool, I’m not much of a singer unfortunately and am kind of a music newb. How can I learn/practice this?

Note how Joanie uses her “downstream” fingers (usually) to accomplish the vibrato. Good luck in your quest!

Honestly … If you’re really a newb, then vibrato is the last thing I’d recommend you should worry about learning and practicing (unless, as Nano says, you already understand vibrato from singing or another instrument). It can mess up your sense of intonation and steady breath control - things you should be working on first.
