Hi Earth Mom! I know Susato makes the very small bore, but I haven’t tried it (just heading off all those Susato fans who will come up after I post this). Dave Parkhurst and Mack Hoover both make quiet whistles, but as you undoubtedly know, Mack is out recovering from Surgery. I think you can find the Parkhurst link at the “high end whistles” link here at C&F. If you don’t want to wait for the custom whistle, you can get an “O’Briain improved Feadog” from http://www.shannaquay.com. I love mine, which is very quiet. Steve Power usually has them in stock so you can get it right away.
My Susato vsb D is about twice as loud as my Hoover narrow bore D. The vsb is fun to play and worth every penny.
The Susato vsb doesn’t hurt my ears. The Hoover doesn’t bother my guy even in the cab of the Nissan pickup. He winces in pain when I play my Laughing Whistle in the truck–and I think the Laughing ranks as a quiet whistle. It is mellower and quieter than the Susato vsb.
The very best of luck if you try to get a Hoover narrow bore.
I hope the wait isn’t too long for a Parkhurst. I used to be on the waiting list and I expect to get back on it someday.

I second Blackhawk’s recommendation to try an improved Feadog. I improved my own and I often play it in group situations and in public. It is quieter and more rustic sounding than the Susato vsb.
