It’s a noxious non-native invasive alien, kill it now! 
I have yet to find any vigorous naturalization of Cytissus scoparius
in VA. And they are typically short lived so don’t get too attached to it or better yet keep propagating it yourself to keep it around, its a beautiful plant.
