My wife is a master seamstress and sewing instructor. I have talked her into making me a velvet bag cover for me. (Not that she has any spare time) Anyway, when the bag is fully inflated, should it be tight against the fabric, or whould there still be some room in there? Thanks.

I say slightly larger. You can always trim it down.
Make the neck extend to the fitting and put a ‘pillow case’ fold at the rear.
