Are the instruments the girls are holding a whistle & a spare chanter? Did either grow up to play the pipes? It’s interesting that there seems to have been complete gender segregation in pre-revival piping circles.
If’n ye open yer eyes a wee bit ye will see that the lass has in fact got a bellows under her right arm and the chanter is connected to a bag under her left.
I don’t know where ye got the assumption of gender segregation frae 
Given that Photography was more specialised then and fewer folks had their foties taken and there where not as many if any Tional then the ratio of F/M pipers may be about the same as today,..maybe, anyways I don’t want to make unfounded assumptions or generalisations.
