He said it in several places if I remember that correctly, but certainly in Die Welt als Wille und Vorstellung [The World as Will and Construction, or whatever the English title is)], where it is one of the central themes. You can also find it in his essay on Kant’s philosophy. I don’t know where the actual aphorism comes form, though.

And isn’t Arthur Schopenhauer? Or are we talking about a different cat?
