How do you tune a halpin bodhran (ie which direction does what?) and how do you know when it needs to be tighter or looser?
Not to veer of topic, but I swear the first time I read the title I thought you were trying to add spice to your roadtrip by asking how to turn hairpins!
Ok back to business. Is it a Bb Halpin? Chris or Zubbie pie might be able to help you out if they can cross the language barrier.

Righty tighty, lefty loosy. I assume a haplin has a alan head screw system? If it does you tighten by going clockwise, and loosen by spinning counter-clockwise.
A bodhran needs to be loosened when it sounds too tin-y. And it needs to be tightened when it sounds too sloppy. Personal preference and your ear is the real judge in this one ava. Tune it according to your preference.
