I assume the current is carried by ionised air, and the heated air rises until the breakdown voltage exceeds the supply voltage.

Right. That’s what I was thinking. Ionized air, heated air. Breakdown voltage>supply voltage. Some amps. Watts, too. Maybe some “A.C.” current.
