Could somebody wise in the ways of the international world give me a quick lesson in international calling? If someone could give me an example fake phone number and show me how to dial in the following situations, I’d appreciate it…
For example: From the USA to within the USA is 1 + area code + number, or 1- 800- 555-1234
From the USA to Ireland

From Ireland to within Ireland

In the USA, if you are relatively close to the area you are calling, you don’t need to use the 1+ area code part. Is there something similar in Ireland?
Correct. If I were to place a direct-dial call to my parents, in the Philippine Islands, I would dial 011 + 63 + their city code + their local phone number.

Yes, leave out the regional code.
Europeans like to write their phone numbers in a format similar to this:
+xx (0)yyyy zzzzzz or
+xx yyyy zzzzzz
the “+” is whatever you have to use to get international, i.e. 011 in the US and 00 in both the UK and Ireland (and Germany ). The xx is the country code (44 for UK, 353 Ireland, 1 USA). When you are in the country, drop that from the number and instead use a “0” in front of the regional code yyyy, whether indicated by “(0)” or not. The zzzzzz finally is the local number. The y and z parts can be of arbitrary length.
