Does anybody here happen to know if it would be illegal to mail flower seeds from Scotland to the US?
What if they were in a plain envelope with no return address?
They will never make it through customs inspection in the post office. Since 9/11 the restricted list of biologicals including seeds, plants etc. has been increased immensely.

Just hide them in a way which they wouldn’t notice.

Don’t they irradiate incoming mail now? I think that’d kill any seeds coming in.
Well, I sure hope the seeds wouldn’t be for a plant that has been found to be invasive here. You should at least check on that. There are reasons for being careful about bringing plant and animal products into a country. It isn’t all a capitalist plot.
