PM cyfiawnder and/or dan bingamon. Dan has a low-D “Practice whistle” that sounds really good, and I believe Cyf is now making low D’s in PVC. I had one of his in my hands, and it played easily, not too breathy, good sound. I think you can get from either well within your price range.
