I am thinking of dabbling with a flute. In particular I could get a Dixon low D combo or a high D combo. Given that I am comfortable on low and high D whistles. Which would be better for a start on the flute?

Neither, in my opinion. A Calmont, with boehm-style head, from eBay. Circa £30-ish. It’s a nice flute, in D, tuneable, and a great start. Really. Here’s one:

Then, if you really get into flute (and why wouldn’t you?) a Bleazey (D). Or an Allan (if you don’t mind the wait). Both excellent UK makers (imho), and both very reasonably priced too. Or if you’ve got the wonga, the sky’s the limit…
