Chico is a college town - a large percentage of the population goes home for the summer. If Joseph has a .edu email address through the school (and possibly even if he’s got a non-.edu address) he might not have easy access right now.
(Very nice town, BTW. One of the best city parks anywhere - the Errol Flynn Robin Hood was filmed there.)
