Just curious…
On my email program and in some chat software, there are ways of blocking specific individuals.
Is this possible with this message board software?

If so, it isn’t enabled. That is accessed under the user’s profile page or on your profile page. I don’t see it on either.
PHPBB supports IP blocking through the admin interface but you have to be an admin to use it.
And most likely it would block them from the whole site, which is what I am guessing you do not want.
Your email program should have a feature to block particular email addresses. If you post your email program I am sure someone here will be able to talk you through it.

Why not? 
If you mean the feature called “killfiling” on usenet, and “ignoring” in IRC clients, I think the message board software doesn’t support it. It means being able to choose not to even see the posts of selected individuals, configurable by every user for themselves, i.e. if i know I’m too likely too explode or get irritated by a certain person, I can block only their posts, only for myself. The person in question will never know, so it’s not insulting either, and it is a way to keep one’s sanity and peace of mind.
It can be done without any software support at all, though. Just don’t read the posts, or skip whole threads. Think of it as an exercise of the mind.
