is there an difference in the I.D. of euro flat chanter tubing vs. USA flat chanter tubing? If so, do tell.

It depends what you mean by “Euro”. In the UK we still get imperial tubing, so “standard” tubing for flat sets is nominally 1/8" ID. For a C chanter reed I spin this out to 3.2mm ID.

We tend to get K&S tubing in our hobby shops, which is imperial. In France at the Bricolage outlets we buy 3mm ID tubing in 1 metre lengths and this does well for B Flat reeds and regulator staples.
