I am making a copper penny whistle from instructions I printed from the net and within it on one page hole 2 is an F and on another page she has it as an F#.Which is it ?

From the bottom of the whistle (assuming it’s a D), if the second hole up is uncovered it will sound an F#.

Does it become F# (or F) based on distance from the fipple or the diameter of the hole?

Both. The closer the hole to the fipple ende, the higher the pitch. The larger the hole lower the pitch, iirc.
