I’ve look on ebay and there is a Cox bamboo flute. Is he a good maker?
I look also bansouri and people told me that Harsh Wardhan is a very good bansouri maker but he told me that his bansouri are not based on temperated scale but on armonic? What does it mean? Can I play irish music with an instrument based on armonic scale???!?
I wish I could help you find a good bamboo flute. There are a number of people on Chiff and Fipple who have bamboo flutes. I’m sure they will find you post soon. Have you considered a wood flute?

For tempered scale, bamboo flutes in Europe check with Chris Dawson of Rhiannon Flutes. He lives in France so you can pay in Euros. Some great flute-players play his flutes including Jean Michel Veillon.

I have two Olwell bamboo flutes, D and F, and although the D is a bit hard to play for my hands, the F is wonderful. I’ve often thought of buying a few of Steven Cox’s flutes to cover unusual keys.

I 've know Chriss in France, in the St. Chartier festival…but two years ago He went with his group in Italy, in my region and he tells me that for the moment he stops to make bamboo flutes to improve music with the group…But I try to write him to know if now ne makes flutes…!

I’m not sure whether you can play Irish music with a flute based on a harmonic scale. You’ll get an answer soon, though. Several people here will know the answer . . . it’s just a matter of time until they show up. It’s still night here–they’ll arrive later.
