Do they “reuse” call letters? Dad’s was WB8BFT, but he died over 21 years ago.

Yep, they’ll reuse a call sign if requested or convenient.
QRZ hs a list of expired call signs that are available for use as vanity call signs. I’ve been toying around with applying to receive my uncle’s old call sign as a vanity sign, but it’s $50 I can put somewhere else for the time being
