when I am using cooledit pro, I can see the wave is much lounder and higher than generation, also, when I play the last tone:

mine one which is Generation Bb sound is mismatch with that Bb whistle in that mp3, anyone have idea why ?

Like the Celine Dion recording, the MP3 you’re trying to play along with is in the key of E.
You’ll need either a low E or a B natural whistle to play along… can’t do it with a Bb, sorry. 
There is an instrumental version of the tune (Rose) which is played in the key of F… you can play along with either a low F or a soprano C whistle on that one.
I know the tune is rumored to have been played on a Generation Bb, but I have never found any recordings done in the key of Eb.
