Looks like a whistle, but this is in fact a reed instrument, somewhat like a mey.

These instruments with the large double reeds can sound great. They are used in the music of some movies and television programs. I have heard that it was used in Xena: Warrior Princess, for example.
One is an endblown flute, while the other is a double-reeded instrument.
