According to a previous posting, Tony Dixon recommends that one use a silicone lubricant on his tunable PVC whistles & flutes. I finally found some at an auto parts store: it’s called “Sil-Glyde,” made by a company in Michigan, comes in a small tube, and costs a few bucks. Seems very similar to the stuff on the new whistles.
