Ok, so maybe I am johnny-come-lately with this link, but I found it searching for notated songs.

Basically has a ton of songs, and for ones marked “With tune”, they have the notations, and a link for pennywhistle notation in the format of covered and open dots, in about 15 different keys for each.

The only problem is, that the automatic pennywhistle notation generator was unable to get many of these tunes within the range of the whistle, and thus the unplayable notes are accordingly marked.
