I am living in the San Francisco Bay Area (San Francisco, San Mateo, Oakland, Fremont, San Jose, etc.). I would appreciate if you could tell me that any music shop in the Bay Area always has tin whistle in stock.

Have you tried Lark in the Morning Musique Shoppe. The Shop is located in the Cannery
2801 Leavenworth and Beach at Fisherman’s Wharf -(415) 922-4277.
