A simple one, which doesn’t involve “poster-putty” but which works rather well (and should work on all whistles and rec*rders too, so you can practice with your favourite whistle with no worries about ruining it).
A few inches of tape (sellotape, masking tape, duck tape, packing tape etc). Lay it flat and tight across the whistle’s windway but don’t press it down onto the ‘exit ramp’ itself!
The closer the edge of the tape is to the mouth end of the mouthpiece, the quieter the whistle will be. You can get it to a point where no tone at all is produced, but you can hear a slight ‘wind’ and can still detect octave changes… Obviously, the further the edge of the tape from the mouth end of the mouthpiece, the louder the whistle will be. Adjust to suit circumstances, then wrap the remainder of the tape around the whistle’s head nice and tight. Job done.
When ready/able to play at ‘normal’ volume again, just take the tape off.
